International Broadcasting Bureau has six full-time monitoring offices - in Accra,Bahrain,Helsinki, Hong Kong, New Delhi and Vienna - and many contract monitors all over the globe.
The Mission of the IBB Helsinki Regional Monitoring Office (RMO) is three-fold:

Monitor IBB broadcasts to the Baltics and Former Soviet
Union

Manage a network of monitors and Remote Monitoring Systems
( RMS) and associated equipment in FSU.

Analyze the reception of IBB programs and make specific
suggestions on how to improve them. With the help of its Helsinki office,
IBB in Washington is able to verify the audibility of VOA, RFE /RL and
RFA programs throughout FSU

All non-military, U.S. Government international broadcast services are under the Broadcasting Board of Governors (BBG), which is an independent, autonomous Federal entity. The International Broadcasting Bureau (IBB) is a part of the BBG. IBB is composed of the Voice of America (VOA), WORLDNET Television and Film Service, and Radio and TV Marti, and an Engineering Directorate that maintains transmitting facilities and provides support for all of IBB's broadcasting elements, including monitoring. Also Radio Free Europe/Radio Liberty (RFE/RL) and Radio Free Asia (RFA) operate under the oversight of the BBG.
